What does "Annual Bonus Target: 25%" mean at CDW (or old Sirius)?

I'm confused about this phrasing for some reason.

Does "Annual Bonus Target: 25%" mean:

"If you hit your slightly unrealistic revenue [really revenue-assist] goal, you get a one-time check for 25% of your base salary" (probably including a range of accelerators/decelerators)

Or:

Same but 25% of GP (much better!)

Or:

"You have an annual bonus, and that unknown annual bonus is given when you do 25% of something we can't describe in this posting" lol

it could mean 25% of your variable comp or OTE. So for me, my variable comp target is $130K. so if they told me you have an annual bonus target of 25% i would assume that if i hit what ever metrics there is I would get a check for 25% of $130k
