im not a female so feel free to disregard this.....BUT

a hand written note explaining how much you value her and specific things that help you out the most along with a gift card to a restaurant or somewhere she likes I think would be appreciated by most people.

This is a good idea. The hand written note is the touch that makes it.

There are many options, but the note plus something really nice she can keep  (Yeti mug?) plus sometihing she can use (gift certificate to fancy restaurant or spa day?) and some flowers for her desk at the office or to take home and enjoy would show gratitude.   If you know of anybody else in the office that might know her well to help recommend the gifts, that's better still, but it's a really nice thought and should be appreciated.

Write a nice card and a giftcard to somewhere she likes. That's thoughtful.

A sincere note and flowers + gift card can go a long way.

Do they have any hobbies or interests?

Maybe a handwritten card and a gift card to Starbucks or bath and body works! you cant go wrong there!

Depends on what you’re looking to spend here, but a genuine thank you note and a gift card to somewhere she enjoys is a simple yet always appreciated gift. I’ve never met a woman who didn’t appreciate a Target or Starbucks gift card. Otherwise, a gift certificate to some experience for her and her significant other/kids could be great - Top Golf, favorite restaurant(s), manicure, massage/facial, etc.

A handwritten card is brilliant. Additionally, maybe give her a recommendation on LinkedIn? Nobody does it until asked to/forced to/guilted into it.

something personal. If they're you're receptionist hopefully you have a good relationship with her where you know what she likes/dislikes. Something related to an inside joke, if she mentioned a favorite restaurant, etc.

Also I'm not a female, this is just what I've always done

if you know what she likes it's best, does she carry a nice bag? maybe a bag charm. if she likes to eat out, maybe a lunch out
the gift has to tell her she's valued, that means it has to be valuable to her.

Guessing she hasn’t been with you long if you are asking this. If you really knew her you wouldn’t ask.

I would write her a nice note expressing your respect and offer her an extra day off that won’t count against her normal PTO.
