Is it me or my boss?

SO my boss has made it clear that she likes me and trusts me BUT keeps saying she wants to join me on a sales call at some point. 

Thing is, I've tried to get her on a call 4 times now and she's never joined. She called out one deal specifically that she wanted to help with and I emailed to get no response. 

To me, I think she's super busy and prioritizing low performers. Still, the lack of follow through on her part is confusing and frustrating.

Any thoughts here or advice?

Her lack of follow-through is not to be confused with your lack of ability. Keep forging ahead, doing what you're doing. You said it yourself, she's prioritizing low performers, maybe to help them get to your level.

Keep doing what you doing, keep reminder her about it in your 1-1 so she knows you take the ownership and equally interested in involving her in your meetings.

Just keep doing what you're doing. At some point, she'll have the time to join you on a call.
If there's something specific you need from her on that one deal, and you still need it, I would ask again and outline what your request is and what you'd like to have from her. Sounds like she's got her hands full with those who are a bit more needy, but squeaky wheel and all that.

I think you nailed it as sheprioritizes the low-performers and trusts you. I think she does want to be involved, maybe its a goal of hers to know everyone's business
However if a low performers has a closing call, she will choose that.

I'd keep doing what you're doing, and if she brings it up again mention (politely) that you've tried in the past, and will continue trying, to include her on calls.

Depending on the work and the org... your boss might be in a position where she's been pulled 8 different ways. This is where it's difficult as a manager... you have to triage your time.

All you can do at this point is ensure that you are doing the right things and setting the framework for her to join. If she isn't, there isn't much else that you can do other than remind her of the calls.
