China falls under the countries that don't allow you to have a local number unless you are a resident as you need to register with your national ID. I have the same problem dialling into India from ANZ. I work with a local partner in India and have gotten them to buy a burner phone/SIM and let me use the number via port in to outreach.ย
Having a local number definitely increases pickup rate. Also better to work with a local partner there as my local partner in India will get 5-10 callbacks a day on that number that just rings to their phone .
Consider signing that number up for LINE as well and logging into that account, if China is anything Like India they're big on texting and it's okay to use LINE to message for work related things.ย

Not sure about landline calls but Chinese people use WeChat for basically everything, which makes it a decent channel for B2B and B2C sales. Maybe try Googling for articles on how to sell via WeChat?ย
Here for WeChat. Find the local area, search WeChat. It's ubiquitous in PRC.ย
