"Stealth" as a marker always confused me. Are you starting a competitor to your current company and you're trying to avoid getting smacked by a lawsuit? Are your investors requiring you're silent until you launch? Are you lying?

You just sprinkle your scooters around the city overnight... then there are no bylaws saying you couldn't. boom. stealth. 

Or the UBER method... just start driving, again. "Nothing in the rules saying these independent contractors can't do this"
