Typically I leave my connections requests blank - in my experience at least people tend to be acceptance happy - again your mileage may vary based on industry.ย 

I'd then send this if they accept or via linkedinmail

I fully endorse this. Nobody just wants to talk to you for the sake of "networking." Even if you are trying to simply network, at least specify something that might spark their interest. Something as simple as "I might have some contacts I can introduce you to in this space". You have to bring something to the table if you want a conversation from cold outreach via LI. If you simply want to network, then attend conferences and in-person meet-and-greets where there is high intent to just network.

Update : I have 2 zooms for tomorrow. Connected with someone about a mutual interest on her LI ( it was genuine I swear ) and were chatting tomorrow and later with her friend hiring at a different companyย

So the first question I have is why? What exactly are you trying to accomplish by "networking"?

This isn't meant to be facetious, but this is one of those things that can be really beneficial or just a complete waste of time.

So I've taken a call or two like this before and always find them awkward and do the opposite of building a relationship. They make me avoid that person.

I honestly don't think there is a cheat code to building a network. Good business leads to strong business relationships. Stay engaged once you've worked with someone. Go to industry conferences and meet that way.

Big disclaimer on this advice, I am not charismatic and hate small talk.

LinkedHelper is a bot application you can download (illegal though...) to blast messages over LinkedIn. You can set parameters of industry, region, etc and then come up with a short message to send from your account. Saves you a ton of time and you'll wake up to responses daily since you're able to send hundreds of messages quickly.ย 

If you go down this route, I recommend using an old computer because it can mess up your battery life and slow your computer down

Oh, I used LinkedIn helper in my previous role. Worked great for it's intended purpose, but with LinkedIn new limits, idk if it's worth the $ and the risk of an account ban.ย

I don't use LinkedIn enough if I'm being honest. I usually just talk kinda quick, and say "Hey I know you're busy so I'll be mindful of your time. Do you have 5 or 6 seconds to talk?" Usually that let's them know that I won't hold them for too long, and they feel as though they control the length of the conversation, when in reality I only need 10 seconds for my pitch.
