,If they give you a generic response after that,
"Do you mind if I ask you a direct question? Majority of the time when I am told just send me an email, its just a nice way to say I am not interested, is this what is going on?"

I’ve stopped asking the follow up of “what would you like me to send?” and pivoted to “sure, I could do that, but we both know that email is at the bottom of your pile of actual work. Are you actually interested in solving X problem? If not I can save both of us time and I’ll avoid reaching out”

Stop chasing. Start owning.

It depends on where you are in the pitch but sometimes it helps to just come out and ask them plainly "Will you read it?"
If no, joke that you will save the spot in their trash bin for the next guy. If they say yes or even maybe, then go from there.
