look to see if this is a trend all around or just a few ppl? 

if everyone across the board is down, probably no ones fault. 
if its a few ppl, is that a trend? i feel like alot of SDR work is mental so if they are off, they are off mentally.

It's probably a hell of a lot cheaper to determine the root cause and get them training than it would be to hire new BDRs to replace the ones you've fired.

Setting emotional responses aside. It's simply more economically responsible to invest in the people you already have than to replace them.

You should take a look at what's going on to cause this, and invest in solving that problem.

Is this ongoing? Limited to the same people? So many questions but not much information to base proper answers off of.

If they're motivated and putting the effort in, figure out what they're doing wrong and then help them. 

Firing them and trying to hire new ones is expensive and time consuming. Unless it's someone who is just unwilling to do the work required, its not worth it to fire someone. 

Invest in the people you have. That loyalty goes a long way for years to come. Plus firing someone for underperforming who is genuinely putting in the effort and just not being successful makes you like an ass hole and even worse at your job than they are theirs. A good manager is able to work with and train his people. Anyone can go out and find some guy who is already able to do it.

1. Figure out if it's a skill issue or a will issue
2. Easiest way is to ask the BDR themselves
3. If it's a skill issue, you own it up. It it's a will issue, let them own it up.
4. Track progress for a month or two
5. Take the firing decision if things don't change / are going south

Firing them and pips rarely works because you’re just recycling more of the same after you replace them. You’re likely better off training them if they still are willing to get coached. If not they’re probably already looking elsewhere anyway

I only booked 2 meetings in the 4 months I was at my last company, at my current role, I booked 5 this week. The difference? My manager and company gave a shit about learning and development. I got a full month of onboarding instead of training given to me by marketing with power point slides. If BDRs are missing quota, it could be because of management, don’t automatically blame the rep.
